I'm not sure, but i think it heppened since I've downloaded the new version of skype (3.5.0.239), i get these wrong time zone info for all my buddies from Bulgaria. Previously they all used to be GMT+2 when I was using the old version of Skype, now they all apear with A WRONG time zone (GMT+3). I've noticed it displays me correct time zone only if the buddie explicitly define his/her's time zone to GMT+2. So the bug is apparent when buddie's "local (computer) time option" is selected (which is the common and default setting for everyone). And look what's goin on now: i get these GMT+3 buddies in my list, also I get others from Bulgaria too that hasn't been updated yet, or set static timezone, that appears as GMT+2. Oh what a mess we've got here?? I bed on when i look at a foreign buddy i wouldn get correctly informed about what's the differences in hours between us only by looking aht this GMT+* baffling thing, I'd have to substract and add hours on my own.

Now I wonder if this so called "bug" is caused by the daylight saving changes, That undergo twice a year? When i looked to www.worldtimeserver.com it came out that UK also have GMT+1 offset right now? So my question is: if this offset is so unimportant to mark the time differences between countries then why don't Skype calculate and show Standard time zone instead of Current time zone offset to show less baffling result out there? That would mean UK skypers would always have GMT static timezone, germans and etc. (central europe) always GMT+1, and bulgarians, greeks, finlandians..etc - always GMT+2. Isn't this less baffling?

* WinXP
* Skype version (for example 3.5.0.239)
* Antivirus - NOD32, Firewall - windows built-in.

Yes it is due to summer time which adds one hour offset to GMT time and UK is right now in GMT/UTC+1.
