Skype tech support sent me the following:
We suggest you delete ~/.Skype/shared.xml and ~/.Skype/skypename/config.xml directories.
I did that and still had the same issue.
I then went to Synaptic Package Manager did a "complete removal" and then went to home/myhomedir/ and deleted the .skype folder. I have in essence removed all traces of skype.
I deleted the last download file and re-downloaded it again. Ran debian install. Still same issue.
When did the new skype come out?
Why am I seeing so many Ubuntu issues on the board?
Does the new Skype play well in the sandbox with Ubuntu or is it the devil incarnate?

I get sound fine when running apps (Gweled) from within OS. I get sounds when people com online or leave. I get sounds when I go to settings>options>sound devices>make test sound. When I try to place a call, I get: Call Failed: Problem with audio playback. This is even with the test call from within sound devices where I can play a test sound. running skype-debian_1.4.0.99-1_i386.deb
HUH????? Any ideas?
