I am logged in, and can post a new topic to "Using these Forums"; but, I can not receive the same permission to start a new topic in "general Discussion"??
Why is this?
Is it due to the time of day??

Well Im glad I finally seen how to and where to post.
One of the admins should make it known to Skype that they should give the message in the GD forum when you go to post the REASON WHY not just you are not allowed to post here. Took me 25 mins to find out "the reason"

You can always post somewhere else and afterwards ask a moderator to move your topic to the right sub forum.

I do not see the point in this rule.
I joined this forum just to be able to ask a question about the use of skype.
I have nevere even used the program before and I wanted to get some questions answered before I spent $40 on skype pro.
Where is a person like me supposed to go with his question ?

I have never heard the rule about 5 replies before and I talk on a lot of forums. Seems rediculous. So I will just make 5 replies in this thread.

Oh my,

I was VERY frustrated for about 35 minutes myself. My coworkers kept asking me what's wrong. And I even WORK for Paypal.... I just wanted to respond to a post regarding the solvency of the company.
There really ought to be a better way to let us know this rule.

I find myself in a similar situation I can not reply to a post where someone is blatentley saying that mobile phone companies in europe do not charge a call reciepent this is not true I live in Portugal and Optimus make a charge this makes skype calls to my mobile very expencive, how much more usful information is witheld from us by stopping us from replying to discussion posts

Also, the actual forum rules are very hard to understand for this issue.
As it does not say where you can actually post to earn the ability to post in the first place.
Also the initial front page listing of forums is also very hard to figure out where someone who is after some help should post (after of course looking through the pat answers in the KB).

Bleh, pinning it somewhere is not a good enough solution.
Suggestion:
Instead of "You do not have permission..." message, say:
"YOU MUST HAVE POSTED 5 POSTS BEFORE YOU CAN START A NEW TOPIC IN GENERAL DISCUSSION"
And IMO, the 5-post rule just forces people to post 5 made-up questions, increasing clutter.
I understand the reasons behind it, but the cure is worse than the disease in this case.

This happens very very rarely. Note that you can always reply to a post in the discussion forum.

i just signed up to ask a question about the abilities and limitations of skype, but then i was denied the creation of a thread.
i agree that the message MUST be changed to notify the user of the dilemma. further, i have been to many forums with a post requirement before various permissions are received, and the forums that don't have full-time admins are overflowing with meaningless drivel.
