Is there any way we can use the Business Control Panel to give our users Skype Premium or Unlimited packages?
Otherwise it would appear we have to use a different payment mechanisms for each user which would be a real pain!

You will need to give them enough SkypeOut credits to purchase Skype Pro or the Unlimited Plan for example. Then they can use those credits to purchase those services, so it is on the Honor system.
