We want to be an Affiliate, Partner or Reseller, which ever allows us to be at the highest level, able to resell the reseller program/s as well as products and services. We are interested in selling, no software developement. Which package is the right one?

The system wants us to download and buy services to get involved in any of these business programs, but shouldn't we be in the program first and then buy Skype services under our own business?

I am almost convinced that "Partners" are those who add a product or service to Skype, but I'm not certain of that even.
