A beginner's question ...

Assuming you have a USB webcam with built-in microphone (I'm thinking in particular of a Logitech Quickcam Communicate STX), if you disable Skype video will the webcam's microphone continue to work for the audio ?

Yes you should be able to use only microphone or webcam.

Many desirable features are missing in skype recommended webcam that are found in headsets. eg
call ordinary phone
friends call at local rates anywhere
initiate conference call
skype sms
skype voicemail

The skype info page says that its webcam cannot do these things.

I want to know if there is a Webcam that can do all these things ! Can Microsofts LifeCam vx3000 do these things and can it work with Skype? (I can get a hot deal on one !)

I think you are getting rather confused here, all a web cam will do is send video/audio to people you are connected to it will not control what you want to do that is done through the Skype program.
