I think I get pretty much get every beta and it's not happened before. It sometimes happens quite frequently and sometimes not for a long time. On the plus side: My view of my outgoing video is accurately reflecting what the other person is seeing, and it's now easy to click 'stop my video' and 'start my video' to bring live video back.

This is depending on your packet loss
Packet is something that you can not influence.(some routers do, but mostly your or one of the ISP in the line)

Please check

Check for technical data
monitored by Skype while your are in a conversation with you contact
Skype can show you these technical data, if you enable them in
Tools
Options
Advanced
Connection
tick "display technical call info"

With next call you will see these data by hovering with your mouse below the avatar of your contact, the "black" or other nice picture/photo

Call Status
1 = Connecting
2 = Failed Call
3 = Ringing
4 = Connection Established
packet loss should be lower than 5%, if higher you will get echo
roundtrip = delay - should be 200 to 300ms or lower
relays no more than 3 (3 is already poor)
CPU usage < 80%; (higher value can cause echo, slow audio, delay, Mickey Mouse voice, robotic voice etc up to anything else like full freeze of your machine)
lower values are all times better

For definitions of roundtrip, packet loss, jitter and relays, please go
here

Now you should do a test here and see your data.

just installed 3.5.0.178, no difference, outgoing video froze after about 10 minutes. No version before 3.5.0.158 did this.

Packet loss 0.3%
Roundtrip 81ms
relays 0
CPU Usage way under 80%

I'll do that test later.

EDIT: I did it and got this:

Download speed 121 Kbps (socket test)
Upload speed 349 Kbps (socket test)
Quality of service 5 %
Maximum pause 723 ms
Round trip time 146 ms
Upstream jitter 0.2 ms
Upstream packet loss 0 %
Upstream packet order 100 %
Upstream discards 0 %
Downstream jitter - ms
Downstream packet loss - %

Can you please check again?
There is something extremely strange.
Your uploads is higher than download
Your download speed should at least 256,and upload 128, this is an overall standard
What kind of router do you have?
You checked for latest router firmware?
