Why dont you register yourself in each country as a telecom operator and launch something like a (free) SkypIn-service. Then you would benefit from peering (the payment youwould get from the calling parts operator).
Each user can then get a normal telephone-number or keep using their existing one, be reached at this number (with Skype as operator) and make calls from this number.
Another feature I would like to see is a peace of hardware (comething similar to a normal telephone) that uses i.e. 802.11b to access a wireless gateway (and NOT has to be conneted to a PC). Then one could make and recieve phonecalls without having to start the PC.
I know that your vision is that everyone will talk only through the desktop computer. But it will take a LOOOONG time to get there and meanwhile I'd love to see Skype survive. Besides this would also make it possible to finance a reduction of the (often) high rates for SkypeOut calls.
