I've come to the conclusion that this behavior is triggered by Ccleaner (in my case) so it's registry triggered, I'm not sure what registry is involved but as I run Ccleaner (every Friday) when I start Skype it reinstalls the software, all the time.
On another note I also don't have a proper icon, what I do is open "my computer" search for the Skype directory and send a shortcut to the desktop, I think (hope) this is a known isue.

CCleaner (1.40.520) finds the following entries as "Unused File Extensions" after re-installation of Skype.
"HKEY_CLASSES_ROOT\{327C8820-8DED-4BD2-A7F6-D07B9DD5698F}"
"HKEY_CLASSES_ROOT\{A4B980AE-402C-4EA4-9D1B-83A7A8CEE7E4}"
It seems that Skype (last three versions) checks these entries before loading & if not there runs the Windows Installer.
The temporary answer is to untick "Unused File Extensions" as a Registry Issue option when using CCleaner.
Not sure who to blame for this problem. I have been using CCleaner for over a year to clean registry & although I usually make back up of deletions have never had to use them.
