I'm in the United Kingdom, if i called a Norwegian land line/ mobile, would they be charged as well as me?

They will not be charged by Skype of course.
A SkypeOut call will be considered a local call by the recipient's carrier so if they normally pay an incoming charge they will be charged for a local incoming call.
If they don't normally pay then they won't pay to receive a SkypeOut call.
It depends upon what arrangement the recipient has with their telco carrier.
