I would like to know how to put my phone number on a web page, so that anyone can dail the number just by clicking on it. you might have seen it before, with the flag in front of the phone number.

what you are describing is the skype addon for browsers. numbers only appear to people in that form if the people have the addon installed. it is not something the web authors programmed. if you put your number up on the website as normal text then anyone viewing it through a browser that runs the skype addon will see it in the "buttonised" (with the flag) form automatically.
