I can make a video chatting connection by API. But it is openning at original Skype interface as default. How can I use the API to maximize the video chat in separated window just as I double click it?

You must first log into Jira. If you haven't done that before then you simply need to register with your regular Skype username and password (it's a onetime procedure, later you can simply log in). More information from here - https://developer.skype.com/Support/Jira

Then you will see "Vote for it" link on the left side
