Hi I ordered Skypeout a bit ago and it wouldn't accept my CC so I made a paypal account and did it through there and after checking the history on paypal it charged me the price for 2 years of service when I only wanted 1. So instead of spending 30$ it cost me 60$. This is bad because I'm currently in a very tight budget situation and I've filed 2 report tickets for help for a refund over a week ago and I still haven't even gotten so much as an acknowledgment. If I don't get that 30$ soon I may take legal action because I did not authorize that transaction and no I didn't press any button twice. Only once and it said thanks for your purchase then my account was 60 less, not 30. I really would appreciate if Skype would just give me my refund.

I assume you are referring to the Unlimited Calling Plan and not SkypeOut credit.
If so, and you have already filed two tickets to CS please advise the date of your first filed ticket and also your username.
We will follow up with Skype.
It's not possible to purchase 2 years of UCP.
What has happened is that you have ended up with two annual Plans.

What happens next is that a Moderator will now remind Skype that the problem is not yet resolved.
Skype will advise the situation either directly to you or via the Forum.

Skype checked the records for user: anthonygoesrawr
So what they show is you trying to purchase Skype Unlimited plan via your Visa card. The order was refused due to the fact:

Our records show that you are accessing the internet via an anonymous proxy or proxy server which is not allowed during the purchase process.
It could be that your ISP has a proxy server for your connection and this is why you could not get through.
It's possible, that you have a proxy set up inside Internet Explorer. Go to Internet Explorer Tools menu-> Internet Options-> Connections-> LAN settings and then unmark the proxy server.

So the money had to be credited back to your account. You should carefully examine your bank statement and see if the first 30 was taken away from your account and the second 30 was actually the first returning to it. This is a common issue so please see if it was debit or credit.

Please write back.
