I want to fetch the number of "users online". I'm not talking about the number of my contacts, but rather the total number of Skype users. The number is displayed in the main Skype window but the API does not seem to have a command to fetch it programmatically.

Perhaps you could use this feed?

That is precisely the problem. The "feed" has been broken for weeks... no longer refreshing

Thanks for bringing this problem to our attention, I have asked the appropriate person to check this out and fix as soon as possible. Currently there is no API to find out the current users online, but if you think it would be a useful one to add, then please make a feature request for it in Jira.

Thanks for letting us know, the XML online users stats were broken indeed for a few days, fixed now.
