i need softphone (open source)

should be supports:
-SIP protocol
-works on Pocket PC (windows mobile)
-works with cisco Call Manager

is Skype appropriate for my project to develop it ?

Don't take this personally, but is the purpose of this project for you to code this? If so, you want someone to provide the code for you?

Skype has an API, it does not automatically interface to the Cisco call manager. Also, it does not use SIP protocol.

There are many SoftPhones out there, what exactly is your project, and what would you like to do?
