What is the difference between the SMS statuts 'SENT_TO_SERVER' and 'DELIVERED' ?

If I get the status 'DELIVERED', does this mean that my SMS has reached the user ?
Does 'SENT_TO_SERVER' mean has been send to my mobile provider or to the mobile provider's server of the adressee ?

Has anybody more detailed information about the status ?

In basic terms..
SENT_TO_SERVER = Skype has sent the message (to an SMS Gateway server)
DELIVERED = Skype has received a delivery report from the mobile network
