I tried using SET_INPUT to stream a file ( some music) when a call is on hold. It doesn't work - it looks like the audio is muted when the call is on hold.

Using the new audio library, is there another way to stream audio to a call which is on hold?

It seems that it's intentional that the sound is muted when the call is on hold. If you would want to file a new feature in the Jira, then you can do so, but I can not guarantee that it would be implemented or if it would even be possible.
