I am rerouting the output audio stream to a file on the filesystem. When recorded from a pstn. The recording sounds high pitched, like chipmunks. I am guessing this is because the audio format is 16khz and pstn is only 8khz. Is there any way to change this?

Any help is greatly appreciated.

This is a confirmed bug. It has been fixed and should be live shortly in the next released Skype version. Thank you for reporting it.

ALTER CALL <id> SET_OUTPUT SOUNDCARD="default" PORT="12345" FILE="c:\Mysave.wav"

Issue the command after the call has been initiated. It will overwrite the file if it exists.
