The option "start skype when I start windows" is not remembered-
I use windows xp professional

Yes. Everything was OK with previous versions of Skype. (I'm using Skype since september 2005)

Really strange

You can try to:

Delete config.xml then relogin. Note you will need your password and re-set any options you changed.
You need to quit SKYPE first.

2)
Manually add SKYPE to your startup file.
START-->Run-->browse-->start Menu.
