There are already several solutions available to connect Skype to regular telephone systems. Using the modem card would (probably) mean having a TAPI interface. This can be problematic at the best of times, as TAPI reliability can vary considerably between all the different hardware brands and operating systems.
However, I do agree with you, it would be good if we could just plug a phone into the modem port and use Skype.
