Take a look at futt's Sound FAQ.
I assume you have KDE running, is aRts running and "locking" your DSP device? If so, you should start skype with:
CODE
artsdsp -m skype

This way skype's use arts for sound output instead of locked /dev/dsp. This allows you to have KDE system sound and music player work, allowing skype ringing or calling at any time.
Check what skype tells on console. It will probably complain about locked /dev/dsp

Thanx, I forgot.. I have done this too .. I start my skype with this command .. I see in the console
