Skype certification document for Wireless Handset states that 20m range is required for handset.

Is this indoor or outdoor (line of sight) requirement ?

20 m from the cradle section 4.4 from:

So, I would assume since most people keep their phone inside that means inside.

20m = 60 +- feet, so that's not really asking for much, and it probably is LOS ("Line of Site") direct shot, no obstructions.
