Simple answer is "It is not", I have excellent quality right now when using Skype on Linux.
If you have bad quality it could be the result of any number of factors (sound card, headset, architecture, sound system, bandwidth, whatever) and you have not provided the forum with any information what so ever so the chances are very close to zero that you will ever get detailed help.

I personally use Skype as well as KPhone and LinPhone. They are all far better than regular landlines, at least when calling international.
You say "Sound quality used to be fine, now it's gone crappy", have you upgraded Skype? Changed any other components?
Theoretically, as I understand it. If it is PC2PC calls that have bad quality, it could also be a combination your setup and the setup of people close to you:

I guess if there isn't anyone close to you that is able to relay, you could get hit.
It would be nice if future Skype versions included a tool for doing diagnostics and pinpoint things that could hurt quality, shouldn't be that hard to create a tool like that.
Edit: I know the link above is mostly related to file transfers. However, if I am not mistaken, Skype uses a similary relay scheme to be able to route calls from party to party.
