I have submitted the precise wording of this suggestion to Skype Public Mind. Once, it appears there, I'll inform everyone so people can sign up for it.

And who would you see paying for this?

The caller, from a another Skype computer? What if they don't have
SkypeOut?

Or You? You would have SkypeOut and presumably it would get
routed on your account?

Remember, once it goes to the regular phone network, That's how skype makes enough money to survive. So one end or the other has to have a skypout account.
