Well, if I just run skype without aoss wrapper, ringtone doesn't work. I wonder if there's any other people having this same problem? Note Skype sound setting IS set to use ALSA. Apart from this everything works very nicely so far. I can now play musics, have IM client "oh-oh" me as well as all other KDE notifications, and still hear Skype ring (with aoss wrapper), pickup the call and talk.

This also worked for me. To get aoss you need the package 'alsa-oss' or at least that's what it was called in Kubuntu. Then I simply started Skype with the command 'aoss skype'. Hopefully this works for others as well.

All Sounds (when talking and sound in program) in Skype 1.3 beta works correct with IS set to ALSA and run with aoss. Withous aoss voice and sounds are thick or there is no any sound.
