Nope, But.....you could use this which I just found recently that allows up to 500 people to be in one conference for free:

Decide if this is what you need, it has no video :-(, and here is a working example with a link, so before you waste any time you can see it this would fit your needs, not sure what API interface you will use:

What's COOL is everyone uses the same number for the room ("You have a special number as a Moderator") but this means it very easy to code into an API for everyone.
