Why is it that only the Mandriva RPM download link points to Skype 1.2.0.21, while the others point to Skype 1.2.0.18?

1.2.0.21 is bugix for an error in Mandriva package, not related to Skype itself

It seems to be more than just a trivial bugfix release: every previous version of Skype that I've used sleeps for about a minute on startup, on more than one distribution, and on three different computers. However, Skype 1.2.0.21 seems to fix that issue.
