Im In England and I call my friend in the United States but is it free for them too? I have unlimited calls to the United States on Skype on my iPhone and its says it includes Landlines and cell phones in the United States.

Will it cost the person Im calling any additional charges if I call their cell?

Or will they lose their minutes, or both?

It depends upon the Plan they have with their cellphone carrier.
The call will be seen as a local call.

That is correct.

Many places in Europe charge the caller for cell phone time regardless of if it send or receive.

that's why Norman said:

"It depends upon the Plan they have with their cellphone carrier."

but the main point is that Skype does not levy a fee on the call recipient . . . ever
