My internet provider gives me unlimited downloads but my sister isn't on such a system.

The country where she lives doesn't offer that service. Her download limit is only 200mb a month. When using Skype over the internet from computer to computer is it free? or is this using up her download allowance. I've looked everywhere for this information but can't find it.

I'd really appreciate it if someone could help me.

She will be using up her download quota using Skype.

There is the possibility that she will be used a relaying node if she leaves Skype running all the time. To avoid that I'd suggest she use Skype only at times she wants to talk with someone.
