I want to buy a PC for skype video (dedicated...a cheap solution).
Intel Celeron D 335 (2.80GHz, 533fsb, 256K cache) processor and 512Mb DDR works correctly?

Generally for video we recommend around the 1Ghz mark. You should be able to have a video conversation though, your CPU usage may be a little high.
Also, outbound traffic (64) may be a little low. You will be able to see other people quite well, but you may be a little pixelated when other people are seeing you. Our recommended requirement is 512/256, but you can get away with a minimum of 256/128. Our bandwidth manager is adaptive and 64 will work, but you would get better quality out of more bandwidth.
