I have about 15 us dollars commision for promoting skype on my website, but it shows as pending commision for long time. when will skype confirm the commission?

by the way,is it possible that skype missed the tracking, because I noticed that there are two orders sucessful, but only one order was tracked and given commision?

There is a minimum amount that you have to earn before commission junction will pay out. This is normal, but it varies according to your country and chosen payment method. Please contact CJ directly to find out how their policy applies to you.

Today I notice that some changes happen in my cj account:

Pending Commissions
New $12.04 USD
Extended $0.00 USD
Locked $24.32 USD
Total $36.37 USD
what does it mean? 24.32 USD is locked?

I started to promote skype form 2005/12/08, but the commission is still pending. Now $24.32USD is locked? no any explan, no email, no answer with my lot of questions!!!
All my orders have been completed sucessfully and never returned.

CJ can be confusing and it doesn't help that their online help only pertains to interface, so it is next to useless for answering most other questions.

I've been with them for a few months and gradually figured it out. Just this week I received my first check from them.

As commissions occur, they appear as "New".
On the 10th of the month following those commisions, they are moved to your Balance (no longer pending).
UNLESS the company decides to place them in "extended", which makes them pending for an extra month. I don't think Skype does this, but some sellers do, especially if they are selling something with a 30-day cancellation period.
Once your balance reaches your minimum check amount (default $25), then after the 10th of the following month, they are paid.

In other words, it takes about 2-3 months for you to see the money you earn.
