I run debian, and have some curious Chars after install
the last version 1.2.0.18-1 from http://download.skype.com

It seems you have some non-Latin language chosen, and your system is not configured to display them correctly.
Try the following:
1. choose the middle (third from the left (and from the right)) menu in the main window: it's TOOLS in English
2. choose the fifth position from the bottom of the menu (it's the last one with an arrow): SELECT LANGUAGE
3. choose ENGLISH as the first attempt or your preffered language that is displayed correctly; the list is in Latin characters, no matter of the chosen language
