Here are the conditions for sending emails:

You cannot claim that the email comes from Skype and you cannot make the email look like Skype has made it.

You can paste the HTML code into HTML emails that you send out. We don't officially support this kind of activity, so it's up to you to make it work.

All the recipients must be opt-in. This means that you must be able to provide explicit consent from each recipient that they have asked to receive emails containing advertising from you, if Skype or your affiliate network asks for it.

Is there an official email letter or series of letters that affilaites can use in opt in newsletters?

You can do pretty much as you like, as long as you adhere to the guidelines further up this page. There's no template.
