I have a partner in my Contacts list, who I neither can chat nor can call. When I click the name, the "JPEG error #42" error message is prompted.
Windows XP SP3, Skype 4.0 Beta 166. This bug persisted in the previous betas as well.

Nice find.
Can you please create Skype logfiles about it and send them to me.
Then we can fix this issue.

I happen to be the one causing the dreaded "jpeg error #42" for family and friends. I'm running Skype 2.0.0.72 on Ubuntu 8.10. Those I'm affecting are running XP SP3/Vista Ultimate 32-Bit, with the latest 4.x Beta of Skype. I'm getting the same complaints from a handful of Skype 3.8 users also. This seems to lock things up on their end, when they click on my name. I suspect this has something to do with the profile picture (jpeg), although I use a png.
Logging into latest Skype 4.x Beta on a clean install of XP SP3, while logged into 2.x on Linux (with my account), gives me "jpeg error #42" on my display picture and when I go into voicemail settings (on the XP side).
Hope this helps someone. It's driving me nuts, but haven't been able to find any fixes yet. A 4.x version would sure be nice for us Linux folks. :-)

I experience it with one of my contacts, too. I'm running Skype (beta) 4.0.0.145
