I'm trying to use skype video chat with my sister.
My video works fine, but hers (on both our ends) turns to a solid green screen after 10 seconds. If she turns off video and turns it on again, it works for another 10 seconds and turns green.
Audio is fine throughout the whole thing.
I had her have task manager open and checked performance. There wasn't a CPU spike at all, so it doesn't look like it's due to taxing the system.
We both have Logitech cameras, mine is a Orbit/Sphere AF, I think hers is a quickcam communnicate.
Also, we're both using the stable, neither of us is using the beta.

Try removing the communications_helper for both cameras and only keep the camera driver.

By that, do you mean QuickCam? from the add/remove window or something else (because I don't see communications_helper) listed.
Is it listed under a different name?
Also, if that limites or removes the quickcam software, that would be less than ideal

I have searched, and most of them are old (pre 3.8 ) and NONE of them ever mention anyone getting it working afterwards. (At least in the results of my searching)
