Same problem here. Obviously has not been fixed. Tried to send a fax last night with Pamfax:
Pamfax stole about 4 dollars out of my account. It is a simple one-page fax to a U.S. number.
Had internet problems then, thought this could be contributing to
my frustration, but that is
no reason why a properly-constructed payment processing system would deduct money without providing a service: theft in simple terms.
Went through the procedure today again. Pamfax is so poorly written, it requires administrative access to the local computer in order to
send a fax. How lame can a program be? So, logging in as Administrator as I did last night, I then logged into Skype. Going through the screens was easier as the internet connection was working properly this time. Went to the payment section, and (after adding more skype credits to my account to be able to pay for the fax), I selected Skype Credits, and authorized the payment. While the previous screen and my Skype account showed me over 1.51 USD in credit (I'm reticent to de-posit more funds with a fraudulent system), the next screen came up and told me:
I did not have enough credits in my Skype account to process the payment. Also, the same screen showed a balance now indicating the 0.99€ cents had been deducted from my Skype Credit balance. My Skype application was showing the same; my balance was now lower.
Clearly, the funds have been stolen. I want them returned.

Update: I called Scendix (Pamfax) software in Ebstorf. Most men (inc. women) born on the mainland working in a professional capacity in the land of germany, know english quite well.
From the rep on the phone: The solution is to use PayPal. The refunds can be made by going to the Skype Account screen, My Payment History, Downloads, and making a screenshot, and sending it to support@pamfax.biz.
There is a defect in the Skype payment system on Skype's end. It is a known bug which still exists. ---
Update: Attempted payment with PayPal. $6.36 is obscene for a one-page fax to the united States. Forget this, it's a rip-off.
