I'm looking for a free voicemail / answering machine that will register a call when I'm offline.
Is there any that are skype certified?

Technically this is not possible to do with an add-on. You will need Skype Voicemail for this.

The good news, if someone calls you who has Skype Voicemail then this person can leave you a message.
