As a developer I want to integrate Skype with my application so that end users , of my application, are able to make calls to other PCs and normal landline phones.

I believe, Skype API is for free but who buys credits for the calls. Will each end user of my applictaion buy credit for himself/ herself or will I buy credits and allow my end-users to make calls.

Is PC-PC calls and messaging free in Skype.

Without using Call Transfer and via some API interface there would be no way you could pay for others calls, if someone were to for example make a call using their client by clicking on a Skype call link on a web page, that included the telephone number to be called, their Skype account would indeed pay for the call. If that link went to your Skype Name and you had some progam processing calls, you could route calls to other places at your cost, but be aware that when you do that, it they speak for 2 days, your account pays the per minute charge on that as well as the connect charge.
