Currently, this is not possible, minus if the person has Auto-Logon set up then just starting Skype.exe will then logon when Skype is Started, but if this is NOT the case, and Auto-Logon is NOT enabled, then Skype.exe will simply start the Skype client, and wait for the person to logon.
