Начиная с версии 0.96 любой может сделать перевод, но уверяю, гораздо легче загрузить уже готовый, например мой http://lvm54.pisem.net/Skype0.96rus.zip
Наверное в нём есть ошибки, даже наверняка есть, кому не лень можете исправлять или переводить по своему...

- Russian, in the long term.
