TelMex DSL blocking all VOIP ?

For several weeks now, maybe a month, I have been having outgoing/upload garbled audio, as has another user here in Mexico. I've repeatedly emailed skype 'support'; but no answer.

I just looked at the Vonage forums: many Voange users in Mexico have the same problem, starting at the same time, and it seems to be the case that TelMex is slowing VOIP uploads so much that all audio output is garbled.

I wonder if they're messing up other uploads too; how do they distinguish?

At any rate, no cudos are due to skpe support, but it appears not to be their fault. What can be done?

I would like to point out that other VOIP providers have been working hard to find a workaround. And I know of one that has supposedly produced a patch.

Skype has yet to even answer.

"Mexico and VOIP
Vonage users worrying they are blocked
Despite online speed tests showing decent broadband connectivity, some Vonage users in Mexico on the national monopoly provider TelMex are saying that their connections have suddenly degraded to the point where they are unusable. A service to test VOIP strength seems to back up their suspicion that are the target of a traffic shaping hit designed to block Vonage, or other VOIP products. They are right to be nervous, a February move by Costa Rica's monopoly provider was to suggest outright anti-VOIP legislation."

I guess there's nobody from Skpe reading this, so after two weeks of trying to get an answer from Skype, 30 seconds of LiveHelp from Dialpad provided this(even though I'm not a Dialpad user--yet) :

1. Yes, TelMex blocked ALL the VOIPs
2. Dialpad has already found a workaround

I am successfully using both SkypeOut and iconnecthere in Mexico (Prodigy Infinitum). Although I occasionally experience less than optimum quality, the same can be said of landline connections.

I am using a PC with plenty of speed and memory. XP Pro is the OS. I tested with TestYourVOIP.com and the result was I should forget the phone and try Pony Express instead. Has anyone heard anything from Skype on this yet. I have sent two reporte to support and have no response.

I am a Lagunet user in Mexico with a 256 connection. I get a "Call Failed" message within 2 seconds of dialing. Not even a garbled connection. This has been true for a month.

When in Mexico I use skype with EGO and quality is excellent.

There's been lots of reports of Telmex blocking access for VoIP, which is all the incumbent Telecoms can do to halt their huge losses they're having from losing revenue from long distance calls.

If you can change to a cable provider and you should be well off. Prices from cable providers, instead of Telmex/Infinitum, are quite competitive.

It is the same in almost all the Mexican territory, it's TelMex or satellite.
TelMex owner is the fourth wealthy man in the world, and a powerful man in Mexico.
Voip users are in big trouble http://www.cronica.com.mx/nota.php?idc=147778 voip is illegal in mexico the Mexican authorities say because it is a disloyal(unfair) competition. (only TelMex can provide it)

We need that Skype or someone helps us since Mexico is a big country where we are many users, besides a business opportunity in the voip technology that should be fair that another people can take advantage and can do some bussinnes not only the fourth wealthy man in the world.

VOIP is *illegal* in Mexico?? We have to do something to stop this madness!! Long-distance services in Mexico are the most expensive in the WORLD, and now it's AGAINST THE LAW to use technology in our advantage? Just so they won't have to give us *reasonable* prices? The @#$%!! with hellmex!

There has to be something we can do. And hey, I'm on cable. But I just don't think that's right.

The fact is that although this is TelMex's fault-- assuming that's really the case; I'm mad as hell at skype.com.

* No useful reply from tech support, after weeks...
* No credit issued--again no response to requests.
* And no workaround.

Which has been delivered promptly by other providers such as (apparently) DialPad, and CrystalVoice.

I won't pay anyone to beta test product.
And I won't pay them to either provide free customer service or be provided free customer service by other end users.

In future, I won't pay them/use them at all.

A hearty *screw you* to skype.

Hello you all. I have had the same problem for a month or so.

I have posted several situations I have found using skype with prodigy Infinitum and my conclusion is!..

They DO block sometimes Skype
And the Speedstream 5200 bridge or router from infinitum Is not compatible with VoiP

My proof is that they can control or resctrict my web access to www.skype.com

http://forum.skype.com/viewtopic.php?t=22422

Either with DNS servers or Squids they put my adress in they packet filter settings blocking me out.

Has this happened to you?

403 Forbidden
You were not allowed access because
Access restricted by access control List

And you should check the routes I have posted in my other thread.

I have discovered that in several houses who use the speedstream 5200 after a while, (call it coincidence) the service stop working. However Other companies are using skype under infinitum and its works like a charm. My recomendation. Change your modem to a 2Wire router, the last of the prodigys routers with 4 port Ethernet and Wireless connection.

And yes It is Illigal to do ByPass Here in Mexico. that sucks isn´t it?
Well it is in the matter of specifying either it is really illegal or not to use VoIP. Telmex is trying to start a new phone service trough VoIP according to a source in INTELMEX (probably just roumors)

Well Here you have. I have the same head ache but its worthy if you can save hundreds of pesos calling to your relatives in other countries or cities. We are in the era of communication bigsmile.png and we want to keep it that way.

Hurray for Skype.

Best Regards,

One of you guys.

I wouldn't go so far as to say it's illegal - yet. The article you linked has no real legal information in it. Just words from various entities with something to lose. Show me something that points to a real law and I'd believe it.

But even the sources in the article don't cite anything, other than what they "say" is illegal.
