Is paypal working with skype now?

In last two weeks, I tried to buy skype credit and pay by paypal, but everytime the transaction requested my credit card information even my paypal account has enough found. I never met this problem before as buying skype credit through paypal.

My question is: is it normal? I tried to use my paypal as payment on other websites, like computer websites. They never ask for my credit card information. So, why does skype ask for it? And if it is an issue, when will skype address it? Thanks.

Paypal never asks me to provide credit card information except for buying skype credit. Does it mean skype asks clients to provide credit card as a backup payment?

The present situation is that in order to use PayPal as a payment option to purchase Skype services your PP account needs to be linked to a credit card.
This is required by PayPal as ID and as a back-up funding source (if necessary).

If we ask for credit card details only the first 4 and last 4 digits are required.

Norman, thanks for reply. What I am doing here is to try to make the present situation clear.

According to your reply, could I understand this situation in this way, which skype and paypal both agree that skype users should provide credit card information for their skype purchase, if they want to use paypal as payment, even though credit card is not requested by paypal for other kinds of purchase? And neithor skype nor paypaly consider present situation is an issue. Thereby they are not going to make any change to present situation.

Yes - that's a fair summary of the situation as it stands at present.
The CC info is needed for ID and as back-up funding should that be necessary.
If back up funding is not required your CC would not be used.

I have to say this is very disappointing situation. This policy is a shame.

A fully funded paypal account means payplay holds customer's momey and provides corresponding payment solution for this customer. A fully funded paypal account equals the cash or bank account. How much is typical skype credit purchase? Just 14 dollars or 35 dollars. When paypal pocessing skype transaction, it can find right way if or not customer's paypal account has enough money to complete this transaction, then accepts or rejects this transaction. As paypal company holds the money for customer, why customers still needs to provide ID or backup funding for their cash? I haven't seen this in any country on the earth. Norman, have you seen it before? Do you need to provide ID or backup funding when you are using cash to pill off bills? Is anybody doing purchase in this way?

Now I am facing it! Again, this policy is a shame. It's damaging customers' behalf.

I stop using skype and paypal products right now, until this situation is changed or more exlanation is disclosed.
