Skype is causing satellite problems?

I am overseas and we are on a satellite system that has approx. 1meg of bandwith. we been having problems with our internet system in that it will not crash, but will drop so low you can not do anything. The system is set for 45 people and we currently have about 22 on it. Our IT man is here and has been for about 2 months maybe longer. He has changed out everything on the system; modem, router, switches (2) some wiring, and we even moved the dish. Again, the system will not go down and you can still have connectivity with skype, yahoo messenger, and off/on email, but no surfing. The IT man feels that Skype is the problem and that is why we are having problems. This same system 5 months ago was holding over 50 people and never went down or ran slow? Again, the IT man says that it is skype because it will take up alot of bandwith? and the difference now from 5 months ago maybe from an update that skype has done?
